Check monitor and cable
Check power, HDMI or DisplayPort cable and try another port on the monitor.

External GPU vs onboard
Plug the cable into the graphics card, not the motherboard port, if a GPU is installed.

Boot Windows blindly
After boot press the Windows key, type your password blindly and Enter. If you hear the login sound, Windows is running.

Interrupt boot three times or use recovery environment for Safe Mode with networking.
